Privacy Policy
Last updated: 6 November 2026. Effective date: 6 November 2026.
威廉欧奈尔信息科技(上海)有限公司 ("we" or "us") is a technology company. This policy applies to the williamoneil.cn corporate website and explains processing when we provide company and technical information, public materials, software download links and enquiries. Separate software products, technical services, recruitment channels and other websites may have their own notices at the relevant entry points.
1. Information and purposes
- Enquiries: the email address and question you submit through Contact Us, submission and record-update times, and the request's network address. These support receipt, response, necessary follow-up and protection against misuse. The application may record a proxy network address.
- Form verification: captcha identifiers, challenges and related generation or verification times, used to validate submissions and reduce automated misuse.
- Website access and security: network addresses, requested paths, access times, browser-request information and response records, used to deliver pages, investigate faults, prevent attacks and meet network-security duties.
- Language preferences: the selected interface language and related cookie, used to remember that selection.
You can browse public pages without submitting an enquiry. The enquiry function needs a reply email address and question; without them, we may be unable to handle the enquiry, but this does not affect other public content. Do not send passwords, complete identity documents, medical information, unrelated sensitive information or another person's information that you are not entitled to provide.
2. Processing conditions and choices
We process information on a basis and within a scope permitted by applicable law, including necessity to meet a legal obligation or your informed, voluntary and express consent. For consent-based processing, the legally required notice and consent must be completed at the relevant collection point; separate consent or another specific procedure must be handled where required. Browsing this website, reading this policy or accepting the Terms of Use is not blanket consent to all personal-information processing.
Enquiries are used for the relevant matter and necessary administration, not automatically to subscribe you to unrelated marketing. Changes to purposes, methods or information categories require the applicable renewed notice and consent.
3. Cookies and similar technologies
We use a language-preference cookie named _LOCALE_, set when you select a language, with a maximum lifetime of one year. Browser controls can remove or block it. This may stop the preference being remembered but does not prevent basic public-page browsing. Removing a cookie does not also delete submitted enquiries or lawfully retained server records.
Before using analytics, advertising or other non-essential tracking, we explain the purposes, providers, information, retention and applicable choices and obtain the consent required by law. Choices can be understood and managed through the controls actually provided on the page, browser settings or the contact channel identified in this policy.
4. External services and other recipients
The website uses the following Baidu resources, provided by 北京百度网讯科技有限公司. They may initiate requests when a page loads and send network addresses, browser-request information and relevant interactions to the provider:
- Baidu Maps Open Platform: displays office locations and map information on the contact page. Its processing rules and contact channels appear in the Baidu Maps Open Platform privacy policy.
- Baidu sharing resources: some legacy pages reference sharing-component resources. Their processing rules and contact channels appear in the Baidu general privacy policy.
Where we entrust necessary processing to hosting, operational-maintenance, security-support or similar providers, we agree the purposes, duration, methods, information categories and safeguards required by law and perform the necessary supervision. Entrusted processing does not authorise unrelated uses by the provider.
Disclosures to an independent recipient require the applicable information about the recipient, contact details, purposes, methods and information categories, together with separate consent or other required procedures. Group affiliation alone does not authorise unrestricted sharing of enquiries. Disclosures to competent authorities are checked for a lawful basis and limited to what is necessary.
5. Storage and cross-border processing
Storage, backups and access are limited to supplying the functions described above, meeting legal obligations and necessary security management. Group affiliation alone does not permit unrestricted access to personal information.
If business needs require information to be provided outside mainland China, or accessed by an overseas recipient, we explain the recipient and contact details, purposes, methods, information categories and rights-request channels, and fulfil the applicable notices, separate consent, personal-information protection impact assessment and other transfer conditions or procedures. An exemption from one transfer mechanism does not remove other protection duties that remain applicable.
6. Retention and end-of-retention handling
We keep information for the shortest period needed for the relevant purpose, unless law requires otherwise. Periods are determined by the following events and requirements:
- Enquiries: closure of the matter, completion of necessary follow-up and applicable legal retention duties. A specific dispute justifies retention only within the scope and period necessary for that dispute.
- Security logs: applicable statutory periods and security purposes, including at least six months where the relevant network logs are legally subject to that requirement. This is not a uniform six-month rule for all enquiry content.
- Captcha records: used for the relevant form verification and deleted following verification processing. Unused older records are handled through the system's cleanup mechanism and are not used for unrelated purposes.
- Language preferences: the cookie has a maximum lifetime of one year and can be cleared earlier in the browser.
When the purpose is fulfilled, the period expires or deletion is otherwise legally required, we delete or anonymise the relevant information. Where a statutory period remains or deletion is temporarily technically difficult, processing is restricted to storage and necessary security protection. Backups are included in the retention and end-of-retention arrangements.
7. Your rights and requests
Subject to applicable law, you may obtain an explanation of processing, request access, copies, correction, supplementation or deletion, restrict or refuse relevant processing, withdraw consent and request a transfer where statutory conditions are met. Browsing this corporate website does not require a website account. Cancellation of a separate product account uses that product's channels.
Apply through Contact Us, state "Personal information protection request", describe the relevant matter and action requested, and provide an email address for a response. This channel is also available for requests about information collected by Contact Us itself. Do not initially send a complete identity document or unrelated sensitive information.
We request only the information necessary to verify identity and scope and handle and answer requests promptly. Where further verification is needed, we explain the reasons and next steps. If a request cannot be met, we explain the applicable reasons. You may also complain to an authority responsible for personal-information protection or seek judicial relief.
Withdrawal does not affect the validity of earlier processing based on consent. Stopping processing genuinely necessary for a particular function may affect that function, but does not affect unrelated public browsing.
8. Sensitive information and children
Ordinary enquiries do not require sensitive personal information. Where its processing is genuinely necessary, we explain the specific purpose, sufficient necessity and effects on individual rights, apply strict safeguards and obtain the consent or complete other procedures required by law.
Visitors under fourteen who need to make an enquiry involving personal information should first have a guardian contact us through the contact page. Necessary processing of a child's information requires lawful guardian consent and specific rules. Without lawful processing conditions, we stop non-essential processing and handle received information as required by law.
9. Security and incidents
We take access-control, transmission-protection, operational-management and incident-response measures proportionate to the processing risks. Internet services cannot promise absolute security; this does not diminish our legal protection duties. A personal-information security incident requires timely mitigation and the notices, reports and other actions required by law.
10. Updates and contact
The update and effective dates appear at the top of this page. Changes affecting purposes, methods, information categories or other significant rights require appropriate notice and, where necessary, renewed consent. A policy update does not replace consent required by law.
For questions, requests or complaints, use Contact Us. This policy is available in Chinese and English. Any differences are interpreted reasonably under applicable law and do not affect your statutory rights.
